Challenge
Linc Cymru identified a site on College Road, Ebbw Vale, next to an EMI Day Hospital, to provide an independent living setting for local older people whose only previous move on option was residential care. Linc had commissioned a feasibility study from another provider of Architectural Services but they were not happy with the design outcome.
Quattro was already working with the client and construction team in Cardiff and we were subsequently asked to come up with a new layout for a 41 Extra Care apartment scheme.
The site to the north of Llys Glencoed was also in the ownership of Linc Cymru and in 2012, Quattro were asked to deliver a Dementia Care development. With finances not balancing, making the specialised dementia development was not possible, Linc therefore sought alternative use for the site and once again asked Quattro to develop a Retirement Living scheme for over 55’s to complement the existing and adjacent Extra Care development.

41 Extra Care Apartment Scheme:
The resulting arrangement centred on a glazed hub with accommodation wings embracing a sheltered sunny garden, essential on this windswept, sloping site, compensated by magnificent mountain views.
The brightly coloured hub contains the main entrance and management offices providing views through to the garden room beyond.
The colour scheme for the hub glazing was designed and chosen to represent local landscape and views.
Many of the new residents transferred from care rooms and are now rediscovering their life skills and independence. Some will age in place, as part of Linc Cymru’s policy to address the challenge of delivering appropriate elderly care.
Retirement Living Scheme for over 55’s:
The scheme consists of 6 one bed two-person bungalows and 27 one bed two-person apartments over four-storeys. This development allows significant choice to those who realise they should plan for ‘downsizing’ but are averse to fully committing to Extra Care.
This planned adjacency, of Extra Care and Retirement Living, offers benefits to both developments. Planning for tenants to move into the Extra Care from the retirement setting will be arranged in a more structured way and the ‘footfall’ of associated residents will provide more security to the delivery of services. Conversely, the services on offer from the extra care will be to the benefit of the retirement development, with Llys Glyncoed offering the delivery of meals from its commercial kitchen along with: restaurant style dining space, laundry, assisted bathroom, lounge, activity rooms for therapeutic purposes and craft, plus the well-developed and tended garden.
Completed in July 2020 the combination of Retirement Living and Extra Care will be a forward thinking model much needed in the local area, providing dignity and security in conjunction with extended services to the valley community.
